Arthur attended Kenton grade school in Portland from kindergarten through the 8th grade. Spent his freshman year at Jefferson High School then transferred to Milwaukie High School where he graduated. After graduation Arthur entered Lewis & Clark College, but decided to join the U.S. Army April 3, 1953. He served in Occupation Army with the 28th and 9th Infantry Division in Goppingen, Germany.
