February 5, 1940 ~ April 24, 2012 (age 72)
After receiving a master’s in industrial engineering from Stanford University, Herb went to Washington, D.C. to continue his federal career with the Office of Management and Budget. Later, he worked in various agencies of the federal government, specializing in administration for new and troubled agencies. He worked in Administration in the Regional Office of Housing and Urban Development in San Francisco in the 1980’s and was in the leadership of the Federal Executive Board. While in San Francisco, he did doctoral studies in a public administration program at Golden Gate University and served as chapter president for the San Francisco chapter of the American Society of Public Administration. During his stint at HUD, Herb took at transfer back to Washington where he retired from federal service in 1994 to pursue a second career. He obtained a master’s in teaching English as a second language from American University, Washington, D.C., and became very passionate about teaching English as a second language at local colleges in Virginia and later New Orleans and the San Francisco Bay Area. The consummate federal administrator was transformed into a dedicated teacher of international students. Retiring from teaching, Herb moved to Portland in 2009 where he and his wife created a group that met regularly to converse in Spanish.
Herb moved more than 20 times and traveled to many countries. His last trip was to Paris with his wife this past winter to celebrate their 26th wedding anniversary. He started every day with “Herb’s special” coffee, and got his second wind with his 3 o’clock cafe mocha. He liked to ride his motorcycle, to watch football games, but most of all was a lover of good food and chocolate.
He is survived by his inseparable companion doggie, Lara; his wife, Jovita Fernandez; and sister, Sarah Moore.
A private celebration of Herb’s life will be held at later date.
